This show used to be impossible to get into because it was such a great revenue producer. Not so any more for lots of folks. There has been lots of turnover in the three years I have done the show. I will not go back, for many reasons. The overhead is crushing, in the neighborhood of $5000 for a 12x12' booth, plus added fees for parking. Hotels in downtown Philly are hard to find for less than $150 a night. Add everything up and you need to push a lot of product just to cover expenses. If you do want to give it a shot, the marketplace is run by the Philadelphia Horticultural Society, the same group that puts on the flower show.
With the right work at the right price point, I know artists that can make a killing there. Without either factor in their favor, I know artists who don't cover or just barely cover expenses. I think the PA Guild runs the crafts section. Contact them for a list of last years exhibitors and start calling or e-mailing to ask about it. Or maybe someone will post here.
