I don't have much advice about the art festivals that I find. I go to the city's website where we are travelling and check their events schedule. Then I go to the festival's website. There is usually a list of the artists and you can check out their individual websites.
Also look for art festivals that have been around for a long time. They last because they are good for both the community and the artists.
In Texas I have heard good things about Bayou City in Houston. Haven't lived there in 15 years but I think it replaced the old Westheimer Art Festival.
When you know you are going to be in a specific area, why not ask the artists here about shows? They would be an excellent resource for you.
I should take photos of the house but when it comes to uploading and all that other stuff, I am not particularly computer literate!!
