    As a digital photographer, I always listed the image size, before matting or framing. For a juried show, I am probably shorting myself, since the framed product is so much larger.

    Sometimes customers need to know the overall dimensions including the frame, too. I had a potential customer come in this past weekend who needed me to measure the frames. Evidently her space was tight, and she needed exact figures. Other times, customers will want to know the image size, and how much mat area around it. Like Larry said.

    For jurying, the dimensions of the finished piece as it will be sold.

    For the customer or your web site, they expect to know what size print in what size mat.
