You could call it by it's name. It's C&H 48 inch mat cutter. I have one I still use for sizing any kind of large paper or mats for all purposes. They (and Keeton) were the Cadillac of the mat cutters in their day.
It looks like yours was manufactured after Bainbridge bought the company. Mine is even older.
