I've applied to a show that said on Zapplication that upon completion on the jury information would be sent via email to those invited and declined by the end of the day on February 15th. February 15th came and went and I was surprised that there was nothing. The status on Zapplication is still that the Jury is in Process. We did have some bad weather in Atlanta which may account for this. I was just wondering if this is very unusual or happens from time to time. Has it ever happened that the deadline for applying to a show has been extended due to weather? I suppose those are different processes.

I'd guess that this was their projected deadline, the deadline they wanted to meet, but something (probably not the weather) made it hard for them meet this deadline. Either there were too many great applications and they are trying to "balance" the show, or some kind of other decision that had to be made so that the whole show was not "set" and they didn't want to post until they were ready.
That's common. Shows try and meet their deadlines but more often than not, they fall behind. The problems are when artists have deadlines to apply to shows on the same weekend and need to know the results before wasting an additional jury fee.
