Home Depot and Lowe's carry indoor / outdoor carpet which runs about $4 a linear yard. A 10x12' square will run you about $55, less than the rubber mats. Not waterproof, but disposable when it gets too wet and moldy. The mats are great, but not as easy to deal with on uneven ground. Personally, on grass, I usually don't bother with floor. On pavement, the tiles would be nice, but anything that provides a cushion underfoot is good.

There is no such thing as a water proof floor. Water will get in. There are wonderful mats that help....try greatmats.com
