Is the art more craft than "fine art"? I am thinking of applying for the last weekend, September 10,11. and am hoping to check it out on Sunday June 5.

The WSOAE show has been around for 80 years and includes juried fine arts--painting and graphics, and sculpture, photography, and fine crafts (one-of-a-kind, handmade). I am on the board of the show and hope you'll come to the Exhibition on June 4/5 or over the Memorial Day weekend to see for yourself what it is like. Stop by the information booth to get any questions answered. Canopys and umbrellas are permitted, and many exhibitors have tents--size depends on the sidewalk location assigned.
Besides the show's website, you might like to take a look at the blog at http://wsoae.wordpress.com. It gives the artist prizewinners from the Fall 2010 exhibit, with pictures of their work (btw $6000 in prizes was awarded last fall).
The show you are asking about has the most archaic rules of any art show. From what I understand, it's only art, not craft though I've never applied so I'm not sure, but it used to be that way. You can't set up until 11:00AM because of lack of cooperation from the locals. You have to break down at night. You can't use a canopy according to their application because the spaces are only 4 feet deep. Make sure to ask questions before applying.
And actually if you are a painter and are looking for a show in New York City, Gracie Square would be the show to apply to. They clear out the streets so you can park at your spaces, and you can leave your canopy up over night.
